Ellen Stewart advises health care providers and organizations on the business, regulatory, and contractual issues that shape patient care and day-to-day operations. With more than four decades of experience in health care administration and law, Ellen brings clients a practical understanding of both the legal requirements governing the industry and the operational realities behind their decisions.
Ellen represents hospitals, physicians, physician groups, long-term care facilities, ambulatory surgery centers, preferred provider organizations, physician-hospital organizations, management services organizations, independent practice associations, and other health-related entities. Her transactional practice includes corporate structure and governance, acquisitions, partnerships and joint ventures, physician employment and affiliation arrangements, management agreements, and other business relationships. She also has extensive experience negotiating and advising on managed care and value-based contracts, reimbursement matters, and agreements with payors and other health care entities.
Clients also turn to Ellen for guidance on regulatory compliance, including the Stark Law, the Anti-Kickback Statute, HIPAA, fraud and abuse concerns, medical records requirements, and related federal and state health care regulations. Her work has included litigation and administrative reimbursement matters involving the Provider Reimbursement Review Board and state Medicaid programs.
Before entering private practice, Ellen worked for a healthcare corporation, beginning as a corporate projects analyst and later serving as associate general counsel. In that role, she advised the parent company and its subsidiaries on medical staff relationships, corporate structure, acquisitions and alternative business lines, partnerships, contracts, insurance programs, financial support and loan programs, securities matters, and litigation coordination. That in-house experience continues to inform her pragmatic, business-minded approach to client service.
A nationally recognized speaker and writer on health care law and finance, Ellen has presented extensively on managed care contracting, value-based care, reimbursement, fraud and abuse, HIPAA, medical records, physician relationships, and health care reform. She has also taught health law and ethical decision-making in graduate and law school programs at the University of Colorado Denver and the University of Denver.
